New to VoyagerOne’s Police Chief? Upgrade the Chief’s Office first, beware 12-minute PD-time orders, build 5 combat heroes and check the code status.

Police Chief is VoyagerOne’s free police-station management and strategy game for iPhone, iPad and Android. A good start comes down to five habits: treat the Chief’s Office as your account level, keep the cases-to-cells crime chain moving, keep every training division busy, build five combat heroes instead of thirteen, and join an active alliance early. Below are those Police Chief game tips, plus the heroes worth your resources and the truth about Police Chief codes. Everything was checked on November 3, 2026 against version 0.1.140.

Quick answer

  • Upgrade the Chief’s Office first. Its level gates almost every feature. Gathering on the world map opens at level 7.
  • Keep suspects moving through the Interrogation Room. Each convicted suspect gives 200 Satisfaction, the currency for Chief Orders.
  • Know that “PD time” runs 120 times faster than real time. A “24 hours (PD time)” order lasts about 12 real minutes, so only fire one when you can stay in the game.
  • Best heroes for beginners: a Guard, a Biker and a Marksman to cover the class triangle, plus a second Guard and one flex pick. Scarlett is the only Gen 1 Legendary you can get from normal recruiting.
  • Codes: Police Chief has an official Exchange Center for redeem codes, but we found no active official code to list on November 3.

What is the Police Chief game?

You run a police department that starts as a small precinct. According to the App Store listing, you arrange interrogation rooms, holding cells and armories, recruit officers, choose interrogation tactics, and manage inmates. More inmates bring more federal funding. Poor meals, cramped cells or lax surveillance can start riots that hurt your reputation and funding. Past that city-builder layer sits a full mobile strategy game, with a world map, alliances, PvP events and hero gacha, in the same family as Whiteout Survival and Last War (see our games like Whiteout Survival list).

The developer is the same on both stores. The App Store seller and the “About the developer” entry on Google Play are both VoyagerOne Distribution Limited. Google Play shows the publisher as VoyagerOne IE, and the support email is at walgames.com, the domain of the official website.

Police Chief game tips for beginners: what to do first

These are our tips, put together from the store text, the official site and the most detailed fan guides. We say where each number comes from.

1. Treat the Chief’s Office as your real level

The fan glossary on PoliceChiefGuides.com sums it up: the Chief’s Office “level is your account level and gates which features you can unlock.” Before you upgrade anything else, open the next Chief’s Office level and build only what it asks for. Watch for a recent change. Since version 0.1.137 (October 29), going from Chief’s Office 10 to 11 needs the Biker Academy at level 10 instead of the Marksman Academy, according to the site’s game changelog. Older guides still list the Marksman Academy.

2. Keep the crime chain flowing

Cases bring in suspects, interrogations convict them, and cells hold them. The Chief Orders guide says Satisfaction comes only from interrogating suspects, at a flat 200 per convicted suspect. Our tip: fix your slowest room first. A full holding area or an idle interrogator stalls everything after it, and every Chief Order buff is wasted on a stalled chain.

3. Learn “PD time” before you use Chief Orders

Chief Orders are six one-shot buffs issued from the Press Office, which unlocks at Chief’s Office level 6. The trap is in the durations. The same guide says PD time runs 120 times faster than real time, so “24 hours (PD time)” is 12 real minutes and “48 hours” is 24 minutes. Cooldowns run in real time, so an order you fire and then leave the game during is mostly wasted. Our tip: start an order only at the beginning of a play session.

4. Never leave a training division idle

Guards, Bikers and Marksmen each train in their own division, and the troop guide says only one training queue runs per division at a time. Queue a long batch in all three before you log off. When you have old low-tier troops, the guide’s advice is to promote the low tiers (T1 to T5) first and save the expensive T9-to-T10 promotions for scoring events.

5. Start gathering as soon as it opens

Gathering on the world map is called Confiscation and opens at Chief’s Office level 7, according to the fan glossary. Our tip: from then on, keep at least one squad out collecting resources whenever you go offline. You can run up to 6 deployment queues once they are all unlocked.

6. Join an active alliance on day one

Many of the game’s big events are alliance events: Alliance Training, Alliance Mobilization, Mafia Attack, Capitol War and more. The 0.1.140 release notes on the stores say VoyagerOne “adjusted the registration time for Alliance Training.” The fan changelog lists the new times as 2:00, 12:00, 14:00 and 19:00 server time. Our tip: choose an alliance whose members are online when you play, not just the one with the highest power.

7. Stay on the island screen while wood is being made

Sapphire Bay is your personal island, with buffs for your whole account. The island guide warns that wood is made at full speed only while you are looking at the island screen, and at 50% everywhere else. If you plan to idle with the game open, leave it on Sapphire Bay.

Police Chief best heroes for beginners

The official site groups heroes into three classes: Guard, Biker and Marksman. According to the Gen 1 hero guide, they counter each other in a triangle: Guards beat Bikers, Bikers beat Marksmen, and Marksmen beat Guards. Its main advice is not to spread your resources. Build five combat heroes for Patrol and Arena, plus one development hero for resources.

Slot Best pick Backup Why
Guard 1 Andre (Legendary) Brooke, then Leon Andre has the highest stat multiplier among Gen 1 heroes
Guard 2 Brooke or Leon Whichever you didn’t use A second front line holds the class triangle together
Biker Scarlett (Legendary) Vixen or Gary The only Gen 1 Legendary in the normal recruit pool; area damage plus stun
Marksman Lucy or Rix (Epic) Tony in a pinch Gen 1 has no Legendary combat Marksman
Flex Gary (Biker support) A second Marksman or Biker Heals and team attack buffs
Development Tony (Legendary) Cassie, Gus, Alvin or Zoc Construction speed and cost; the only Legendary development hero

The picks come from the fan guide’s Gen 1 analysis (last updated June 16, 2026). The Biker-row backups are our suggestion, since Vixen and Gary are the Epic Bikers. For free-to-play players, the catch is where these heroes come from. The guide says Brooke is sold only in VIP 1 to 6 Honor Packs, Andre needs VIP 7+ packs or a top-10 Chief Almighty finish, Tony comes from events, login rewards and packs, and Rix is exclusive to the Wild West event. In practice, a new free account starts with Scarlett plus Epic heroes and fills the gaps as events come around.

How to level a hero without wasting resources

  • Star 1 first. It needs only 10 shards and, for Brooke, Andre, Scarlett and Tony, unlocks Exclusive Equipment.
  • Then level the hero to your Police Department cap and fill all four gear slots with Epic quality or better.
  • Raise every skill to level 3 before pushing any skill to level 5.
  • Never use Legendary gear as upgrade fodder. The guide says it gives 0 enhancement EXP.
  • Use Boot Camp for your B-team. Your five highest-level heroes become instructors, and a hero in a Boot Camp slot is raised to the level of the lowest of those five. Emptying a slot starts a 24-hour cooldown.

Free heroes and newer generations

Watch the Defenders from Afar login event under Deals. The event guide says its free track gives three Epic heroes (Sea-ah, Hikari and Dmitry) in seven logins. It needs Chief’s Office level 6 and a server at least 7 days old, and the entry stays hidden until both are met. Two newer Legendary generations have been added since launch: Gen 2 (Samuel, Pamela and Franklin) and Gen 3 (Marcus, Duke and Lexie). The Gen 3 guide says Gen 3 appears only once your State is 112 days old. If you are a few weeks in, don’t save for heroes your server can’t get yet.

Halloween: Most Wanted event (until November 7)

The current limited-time event is Halloween: Most Wanted. VoyagerOne’s App Store event card says “Escaped fugitive Jack is loose in the parade!” and lists it from October 30 to November 7, 2026 (00:00 UTC). According to the Halloween guide, the icon appears at Chief’s Office level 7. Caramel Apples are the event’s single currency: 20 apples buy one Pumpkin Chase attack worth 2 Capture Points, and 300 Capture Points a day unlock the daily chest, which resets at 00:00 UTC. The same guide says never to buy apples with Diamonds (1 apple per 100 Diamonds), and to spend every apple and gift every candy before the event ends.

Police Chief codes: is there a redeem system?

Yes, but there are no codes to list right now. The official website has an Exchange Center (the “Police Chief Redeem Hub” at policechief.walgames.com/en/redeemhub). You log in with your game account, enter a redeem code, and the rewards go to your in-game Backpack. The page says to follow the game’s official community page for new codes. Those pages are the official Facebook page and the official Discord (about 23,000 members on November 3). On November 3, 2026 at 00:50 UTC, we found no active code from an official source, so we list none. Ignore “code generator” sites and modded APKs, which can get an account banned. For more redeem-code games in this genre, see our Last War: Survival codes page.
