It adds a law system and openly says you “compete against other players” for the throne. It was #7 in the App Store’s Strategy chart on October 28. 2. Frozen City
Frozen City is the closest match on theme: another Century Games city builder set in an ice-and-snow apocalypse, on the App Store since December 2022. You are the chief of “the last town on Earth”, assign survivors to jobs, balance production chains and keep people warm, fed and calm, or they get sick and protest. The Google Play listing mentions no alliances or player battles, and it is the only Century Games pick here that shows ads as well as in-app purchases.

3. Tiles Survive!
Tiles Survive! by FunPlus (released July 2025) has you run a shelter in the wilderness, assign survivors as hunters, chefs or lumberjacks, track their health and morale and wire up electricity to speed up production. According to its store page, alliances team up against “severe weather and wild creatures”, not against other players. It was #5 in the App Store’s Role-Playing chart on October 28.

4. Dark War: Survival
Dark War: Survival swaps the snow for a zombie outbreak but keeps the colony sim: assign jobs, keep survivors healthy and happy, gather resources in the wasteland and research upgrades. Alliances take on “difficult challenges” together. It comes from Omnilojo (also behind Last Z) and Apple rates it 16+.

5. State of Survival: Zombie War
The veteran of the genre (out since 2019), FunPlus’s State of Survival has you build a shelter, recruit heroes and join an alliance to defend the capital. Its Google Play description is clear about PvP: there are cross-server battles and “incoming attacks from other players”.
6. Last War: Survival
Last War: Survival (FUNFLY PTE. LTD. on both stores) opens with lane-based zombie-dodging stages, then becomes a base-building and hero game with three troop branches. Alliances are central, and the listing warns that “not every survivor you encounter is friendly”. 7. Doomsday: Last Survivors
IGG’s Doomsday: Last Survivors (2021) mixes shelter building with “multiplayer online competition and real-time strategy”. You can raid other players’ shelters, fight rival factions and send squads on Z-Virus Adventure expeditions. At the time of checking, its Google Play title read “Doomsday: Undead Bride” for a Halloween event; the package is the same. It has the most Google Play ratings on this list (2.8 million).

8. Age of Origins
Age of Origins (Camel Games; its official site links both store pages, where the iOS seller is Hong Kong Ke Mo software) is the most war-focused pick: a zombie MMO strategy game with real-time battles of hundreds of players, PvP and GvG events, and a store pitch that says “the other players are the real threat”. Apple rates it 18+.
9. Viking Rise

If the frozen setting is what hooks you, Puzzles & Chaos: Frozen Castle by 37GAMES (the iOS seller name is Building-Blocks Network Technology, with support on 37games.com) sets you in a kingdom frozen by undead magic. Battles are match-3 puzzles that fire hero skills, and you rebuild a castle, raise a dragon and rally with an alliance. The App Store listing also offers a $19.99-a-month subscription for daily rewards and boosts.
12. Frost World: Winter Survival
Frost World by Estoty (called “Frost World – Snow Survival” on Google Play) is the single-survivor option: you turn a ruined gas station into a warm base, craft tools, weapons and traps, and manage heat and fuel in an endless winter. The Google Play listing describes no alliances or player battles. It shows ads, and its 4.0 Google Play rating is the lowest of the 12.

No game on this list carries a “no PvP” label, so we went by what each store listing says. Frozen City and Frost World describe no player battles at all. Tiles Survive! has alliances, but its listing only pits them against weather and wild creatures. The rest share a server or world map with other players and list competition or attacks among their features.

Whiteout Survival has a Windows version on Google Play Games for PC, and so do Kingshot, Dark War: Survival, State of Survival, Last War, Last Z, Puzzles & Chaos, Doomsday, Age of Origins and Frost World. Some developers also have their own PC clients: IGG’s site links a Windows client for Viking Rise and Doomsday (plus an Epic Games Store page for Doomsday), and Age of Origins’ site offers a Windows downloader. We found no PC version of Frozen City or Tiles Survive!.
For a frozen city builder made for PC, look at 11 bit studios’ Frostpunk (2018, $29.99), and Frostpunk 2 (2024, $44.99), premium Steam games with no PvP (see our Frostpunk survival guide). Frostpunk’s official mobile spin-off, Frostpunk: Beyond the Ice (Com2uS), is still listed on both stores, but neither listing has been updated since November 2024, so we left it off.

None of these games advertises itself as “not pay to win”, and all 12 sell in-app purchases (Puzzles & Chaos also has a monthly subscription).
