Written by Nora

Which Fallout Shelter weapon hits hardest? Ranked by average damage, with the best of each class, a Rare-weapon shortlist and what the Legendary crafts cost.

The strongest weapon in Fallout Shelter is the Dragon’s Maw, a plasma thrower that deals 22 to 29 damage (25.5 on average), the highest average on the Fallout Wiki weapons page. The two best melee weapons, the Super sledge and the Fire hydrant bat, tie for second at 25 average, and the best heavy weapon is the MIRV at 24.5. Below is the full ladder, family by family, plus the rarity trap that catches most players: a Rare weapon can out-damage plenty of Legendary ones.

Quick answer: best weapons in Fallout Shelter

  • Highest average damage: Dragon’s Maw, 22-29 (25.5 average), an energy rifle.
  • Best melee: Super sledge (18-32) and Fire hydrant bat (19-31), both 25 average. The sledge has the higher top hit; the bat has the higher floor.
  • Best heavy weapon: MIRV, 22-27 (24.5). The Guided Fat Man and the Overcharged plasma thrower follow at 24.
  • Best Rare weapon: Armor piercing BOS assault rifle, 19-21 (20 average). Rare weapons need only the 45-dweller Weapon Factory.
  • Rarity is not damage: the Legendary Red Rocket averages 3, while a Rare Armor piercing BOS assault rifle averages 20.

Data checked 12:19 UTC on Nov 8, 2026 against the Fallout Wiki’s weapons page (last edited Aug 10, 2026) and weapon workshop page (Aug 2, 2026). The iOS app was on version 2.7.0, updated Oct 20, 2026, per its App Store page. Damage is the wiki’s per-shot range; “average” is min plus max, divided by 2.

Top 15 weapons by average damage

These are the 15 highest averages in the wiki’s table. Heavy weapons and energy rifles dominate, with two melee weapons breaking in. Ties are ordered by the higher top hit.

Best weapon in each class

Best in class Type Damage Average Rarity
Super sledge Melee 18–32 25 Legendary
Kellogg’s pistol Pistol 15–27 21 Legendary
Armor piercing BOS assault rifle Rifle 19–21 20 Rare
Mountain Momma Shotgun 14–19 16.5 Legendary
Destabilizer Energy pistol 18–23 20.5 Legendary
Dragon’s Maw Energy rifle 22–29 25.5 Legendary
MIRV Heavy 22–27 24.5 Legendary

Ballistic pistols and shotguns top out far below the energy and heavy lines. The best ballistic pistol, Kellogg’s pistol, averages 21, but it is a single weapon rather than an upgradeable family. The best shotgun, Mountain Momma, averages 16.5.

Best Rare weapons (no Legendary workshop needed)

Rare weapons are the practical choice while your vault is under 75 dwellers. The wiki lists these eight as the highest-averaging Rare weapons.

Weapon Type Damage Average Rarity
Armor piercing BOS assault rifle Rifle 19–21 20 Rare
Hardened BOS assault rifle Rifle 17–19 18 Rare
Plasma rifle Energy rifle 17–18 17.5 Rare
Enhanced BOS assault rifle Rifle 16–18 17 Rare
Rusty plasma rifle Energy rifle 17 17 Rare
Pressurized flamer Heavy 15–19 17 Rare
Tactical Junk Jet Heavy 15–19 17 Rare
Hardened surgical Ripper Melee 16–17 16.5 Rare

The BOS assault rifle line is the standout. Its top tier beats every Legendary shotgun and every Legendary ballistic rifle (the best, Magnetron 4000, averages 18.5). Only Kellogg’s pistol (21) is higher among ballistic guns, and the wiki’s workshop page lists the BOS line under Rare weapons, which need the Rare recipe.

Every weapon family, weakest to strongest

Most weapons come in tiered families that share one look, usually 4 to 6 weapons. According to the wiki, each step up adds 0.5, 1 or 1.5 to the average damage. The tiers often carry prefixes such as Rusty, Enhanced, Hardened and Armor piercing, and the last step is often a named Legendary weapon. The wiki counts 238 unlockable weapons as of game version 2.0.0, so this table groups the lines instead of repeating them. Sorted by the strongest weapon in each line.

How to get weapons in Fallout Shelter

The wiki lists these sources:

  • Wasteland exploration and quests: the most common source.
  • Weapon workshop: craft them from junk.
  • Lunchboxes.
  • Legendary dwellers: they arrive carrying a weapon.
  • Dead raiders: raiders that die while invading drop theirs.

Some weapons can only be crafted. The workshop marks them with a crossed wrench and screwdriver on the blueprint. In the workshop table, the Dragon’s Maw, Overcharged plasma thrower and Virgil’s rifle are listed as crafting-only.

Weapon workshop: unlock levels and crafting costs

Workshop level Vault population needed Cost Weapons you can craft
Weapon workshop 22 dwellers 800 caps, plus 600 per existing room Common
Weapon Factory (upgrade) 45 dwellers 8,000 Rare (needs a rare weapon recipe)
Weapon Plant (upgrade) 75 dwellers 60,000 Legendary (needs a legendary weapon recipe)

Putting dwellers with the matching SPECIAL stat in the room speeds up crafting. The wiki says SPECIAL alone cannot push a craft below 2:52, and pet bonuses can cut it further. Its SPECIAL page says Strength speeds up 46 of 175 craftable weapons, mostly heavy weapons such as flamers, Junk Jets and missile launchers. It lists Perception for 55 (mostly rifles), Endurance for 18 (mostly shotguns) and Intelligence for 13 (mostly sci-fi items such as Institute pistols and rifles).

Here is what the workshop table lists for the top Legendary weapons. The craft time is the wiki’s figure for six dwellers at maxed stats (a total SPECIAL of 102). The wiki also lists times for lower stat totals, which are far longer.

Weapon Damage (avg) Crafting stat Junk needed Crafting cost Time at 102 SPECIAL Craft-only?
Dragon’s Maw 22–29 (25.5) Strength 3 Chemistry Flask, 3 Globe, 3 Military Circuit Board 22,050 10h 45m 28s Yes
Fire hydrant bat 19–31 (25) Intelligence 3 Chemistry Flask, 3 Military Duct Tape, 3 Shovel 22,050 7h 37m 12s No
MIRV 22–27 (24.5) Strength 3 Chemistry Flask, 3 Military Duct Tape, 3 Shovel 22,050 10h 45m 28s No
Overcharged plasma thrower 21–27 (24) Strength 5 Globe, 3 Chemistry Flask, 2 Military Circuit Board 21,500 10h 25m 26s Yes
Guided Fat Man 22–26 (24) Strength 5 Shovel, 3 Military Duct Tape, 2 Chemistry Flask 21,500 10h 25m 26s No
Vengeance 21–26 (23.5) Strength 5 Microscope, 3 Military Circuit Board, 2 Giddyup Buttercup 21,500 10h 25m 26s No
Virgil’s rifle 19–26 (22.5) Intelligence 4 Microscope, 3 Gold watch, 2 Military Circuit Board 21,000 7h 5m 59s Yes
Miss Launcher 20–25 (22.5) Strength 4 Microscope, 3 Gold Watch, 2 Military Circuit Board 21,000 10h 5m 24s No

The wiki shows an identical junk list and cost for the Fire hydrant bat and the MIRV, so double-check the blueprint in your own workshop before you start collecting.

Which weapon type is best in a fight?

Average damage is not the whole picture. The wiki’s notes describe how the types behave in combat:

  • Melee: only one dweller can fight a given enemy at a time, so extra melee dwellers can end up watching. The exception is the power fist family, which deals full damage to one target and passes leftover damage to other enemies.
  • Explosives (Fat Man, missile launcher): they hit every target in the room, but the listed damage is split between them. The total damage is the same, yet enemies keep fighting at full strength until they all fall together.
  • Flamers: one target per shot, with no overflow to the next enemy.
  • Automatic weapons (minigun, Gatling laser): long bursts at one target, with overflow into other hostiles. The wiki calls this arguably the most versatile heavy class.

In practice, that makes the Gatling laser line (Vengeance at 23.5) a safer wasteland pick than a Fat Man line with a slightly higher average. That is our reading of the wiki’s notes, not a tested result. For a vault that is not built around weapons yet, see our Fallout Shelter layout guide.

FAQ

How many weapons are in Fallout Shelter?

The Fallout Wiki says there are 238 unlockable weapons according to the in-game Survival Guide as of version 2.0.0. That count dates from version 2.0.0, and the iOS app is now on 2.7.0, so check your in-game Survival Guide for the current total.

Is a Legendary weapon always better than a Rare one?

No. The Armor piercing BOS assault rifle (Rare, 20 average) beats Legendary weapons such as the Red Rocket (3), the Infiltrator (10.5) and Mountain Momma (16.5). Rarity only controls which workshop level and recipe you need.

What is the best weapon you can craft?

By the wiki’s tables, the Dragon’s Maw (25.5 average) is the strongest, followed by the Fire hydrant bat (25) and the MIRV (24.5). All three need the 75-dweller Weapon Plant and a legendary recipe.
